Permits, Surveillance & Enforcement

The Permits, Surveillance & Enforcement (Vergunningen, Toezicht & Handhaving, hereon referred to as VTH) is responsible for providing information about all activities relating to built and public spaces and for granting licences, supervision and enforcement in this field.

An appointment at the Ondernemersplein (Business Desk) can be done at city hall or on the phone. When making an appointment, please choose if you would wish to visit city hall or have a phone call. If you visit city hall, please write down the reason for your visit and the location in question in the note field of the appointment form.

Open house

On Wednesdays, from 8:30 to 11:30 hours, there is an open house at the VTH desk.

Here you can ask all your questions about the products and services of VTH without making an appointment (licences, environmental laws and childcare, zoning plan assessments and permits for events, alcohol and hospitality et cetera).

Access to the building archive

Sometimes you need information on a granted building permit. In the building archive, you can find the following:

  • the building permit
  • building plans
  • structural calculations and construction drawings
  • survey reports
  • pile plan

Preliminary environmental plan

Through the Omgevingsloket.nl (in Dutch) you can see if you need a permit. If it is unclear if your activity fits within the zoning plan, you can have your plans assessed against the applicable zoning plan through a preliminary assessment, including for:

  • Renovating a house or property attached to the house
  • Renovating commercial premises
  • Establishing or expanding a business
  • Carrying out a home-based profession or small-scale business activities at home

Environmental plan

In order to distribute the available land in the municipality as effectively as possible, we draw up environmental plans. These indicate what the land might be used for, if you can build here and what you are allowed to build on it. The procedure for establishing the environmental plans and the opportunities for public participation are defined diligently.

Environmental plans describe what the land in question is literally intended for, such as housing, gardens, yards or roads. An environmental plan also prescribes what is and is not allowed to be built there.

Municipal policy and the policy framework form the basis when drawing up new environmental plans.

An environmental plans consists of 3 parts:

  • the illustration (the plan map);
  • the rules;
  • the explanation.

Environmental permit

Are you planning to build or renovate? You might need an environmental permit. The environmental permit replaces various separate permits, such as the building permit. It is possible to include multiple activities in a single application.

Are you an entrepreneur or a project developer and do you need assistance with your complex permit application? Perhaps a Relationship Manager can assist you.

Object permit

Are you planning to place objects such as (rubble) containers, aerial work platforms, hoisting/construction cranes, construction fences, or chemical toilets?
